The Black Emperor of the World (193-211 A.D.) 

One of the first Black men to rule the world was Lucius Septimius Severus.

The world, as the ancients knew it, was divided into three geographical areas: Roman Britain, Roman Asia, and Roman Africa. Septimius Severus, an African, was born in Leptis Magna, Africa (Libya) April 11, 145 A.D.   By Dannie Gore
